From The World Ends With You

Quests are offered by shop owners. Quests are completed by trading to the shop owner the required pins. Quest rewards are items, some of which are not available from anywhere else. To access all quest items, you must buy goods from them; raising their friendship level, and they will become available.

Note: Buying Quest items does not appear to contribute towards a shop owner's friendship gauge.
