Civvies are wireless signals broadcast by a DS doing anything wireless other than Mingling or by a Wii transferring information to a DS. Each Civvie encounter is rewarded with 3-20 PP. Unlike ESP'ers you will not get a custom shop, due to there not being a Mingle Link to an actual copy.
